Shenzhen has an efficient government service system and an advanced information network to provide a good environment for the city's economic development and people's daily lives.

 

Government Management

With the aim of building a responsible and transparent government based on the rule of law, the city government has been trying to improve services to boost the city's economic development and social welfare. It is trying to build a fair, transparent and relaxed environment with qualified public services.

 

Safety and Security

In recent years, Shenzhen has largely increased the police force and taken a series of measures to improve social security. The government will invest more to improve the management of rented apartments. Police conduct routine patrols in urban and suburban areas.

 

Intellectual Property Rights Protection

The Shenzhen government has adopted intellectual property rights protection as a leading development strategy to improve the city's investment environment and maintain market order. Everyone living in the city, including foreigners, has the same protection under domestic and international laws. In 2009, 95.6 percent of intellectual property complaints were resolved through legal means, a decrease of 1.5 percent over the previous year. A legal aid center to protect intellectual property rights was established on June 9, 2009. Shenzhen has an advanced pubic media network. The household rate of radio and TV coverage is 100 percent. There are 14 newspapers and 37 periodicals. It's convenient for residents to acquire all kinds of information from newspapers, magazines, electronic media and online media. 

Shenzhen Press Group

One of the largest press groups in China, Shenzhen Press Group owns 10 newspapers, five magazines, 10 Web sites and one publishing house. With assets of more than 5 billion yuan, it has more than 6,000 employees. It also has an advanced electronic editing system, which is one of the best and most modern in the nation.

 

Shenzhen Daily

Established on July 1, 1997, the Shenzhen Daily is one of three major English-language daily newspapers on China's mainland and the sole English-language daily on the southern mainland.

 

It is the primary source of information for foreign expatriates living in or visiting the Pearl River Delta area, especially the 430,000 expatriates who temporarily or permanently reside in Shenzhen, providing them with exclusive information about Shenzhen and the mainland.

 

The paper is also one of the primary sources of information about the Pearl Delta area for expatriates living in Hong Kong, available in more than 30 first-class hotels there.

 

Shenzhen Media Group

With assets of more than 6 billion yuan, the group has 11 TV channels, four radio frequencies and more than 20 business firms. Its annual revenue reaches 3 billion yuan.

Telecommunications

Shenzhen has a developed telecommunications system. It has 736 post offices, with the business output reaching 67.652 billion yuan in 2009, an increase of 10.6 percent over 2008. Shenzhen is the center for express mail on the southern mainland, with an efficient and comprehensive network reaching every household.

 

There are many companies doing business in fixed and mobile telephones and Internet services. The number of broadband users was 2.4758 million in 2009, making the city not only a leader in national broadband business but also advanced by world standards.

 

Social Life

The government has been increasing investment in infrastructure facilities to improve public services, the quality of life and social welfare.

 

Average Income

The annual average salary paid to employees was 46,723 yuan, up 7.5 percent over the previous year.

 

Consumption

The per capita annual disposable income was 29,244 yuan in 2009, up 9.4 percent over the previous year. The per capita annual living expenditure that year was 21,526 yuan, up 8.8 percent over the previous year. The Engel coefficient for urban residents reached 35 percent.

 

Bank Deposits

By the end of 2009, total bank deposits by Shenzhen residents reached 572,376 billion yuan, an increase of 16.7 percent over the beginning of the year.

 

Employment

The government helped more than 30,000 unemployed people find jobs in 2009. The registered urban unemployment rate was 2.6 percent. Since July 1, 2010, the minimum wage has been raised to 1,100 yuan per month.

 

Social Security

The city has established a health care system that covers almost every resident. In 2009, 9.1139 million residents were included in the health care system, an increase of 9.6 percent over 2008. About 5.8409 million people bought the basic old-age pension and 2.1897 million people bought unemployment insurance, up 7.8 percent and 6.8 percent respectively over the previous year.

 

Social Welfare

Shenzhen will take the national lead to reform the present social welfare system to build a fair network that benefits most residents.
