On the afternoon of November 11, the 274 – day countdown to the Universiade, the State General Administration for Quality Supervision, the Shenzhen Municipal Government and the the Executive Committee for the 26th Shenzhen Universiade together signed a “Tripartite Cooperation Memorandum to Ensure a Successful 2011 Shenzhen Universiade”, in which three parties vow to strengthen communication and collaboration for the upcoming Universiade. To do a good job for the Universiade inspection and quarantine work, each party will be highly supportive with each other in law enforcement, information sharing and infrastructure. Chief of the State General Administration for Quality Supervision Zhi Shuping and Member of the Standing Committee of Guangdong Provincial Party Committee and Secretary of Shenzhen Municipal Party Committee Wang Rong attended th signing ceremony. Deputy Chief of the State General Administration for Quality Supervision Wei Chuanzhong and Shenzhen Mayor Xu Qin addressed the ceremony.
Shenzhen city leaders Wang Yi and Yuan Baocheng were also at the signing ceremony. On behalf of the the three parties, Wei Chuanzhong, Yuan Baocheng, and Vice President of the Universiade Executive Committee Liang Daoxing signed the Cooperation Memo. Secretary-General of Shenzhen Municipal Government Li Ping presided the signing ceremony.
In his address, Wei Chuanzhong said the Cooperation Memo provides a mechanism of protection for the tripartite cooperation, that is to say, with a safe, convenient, fast and simple principle, and with safety supervision and at the same time convenient customs clearance as the goal, the State General Administration for Quality Supervision is going to strengthen links with the Shenzhen Municipal Government and the the Universiade Executive Committee. They will form a close – knit group to ensure a successful Shenzhen Universiade.
Xu Qin noted, currently, the Universiade preparations have been proceeding remarkably well. With the work entering the last stage, people’s dedication and enthusiasm for the Universiade can be seen everywhere in the city. The Memo is expected to help enhance the tripartite communication and stage an efficient, high - standard, high - quality Universiade.
According to the Memo, with the help of scientific, effective follow-up supervision, the State General Administration for Quality Supervision promises to offer concessions and facilities commitments of inspection and quarantine for the Universiade entry and exit goods, immigration personnel and their supplies carried. For example, the special windows for Universiade materials will be built. Meanwhile, the special channels for the Universiade personnel entry and exit inspection and quarantine are to be constructed at every Shenzhen port. Additionally, the three parties agreed to share information in food safety, biosecurity, disease outbreaks and product quality, so as to jointly tackle with public health emergencies. the State General Administration for Quality Supervision will timely inform the Universiade - related goods and personnel, helping with the material pre-, post-supervision, customs clearance privileges of personnel inspection and quarantine, etc.
Three parties have decided to set up a “coordination group of the 2011 Universiade inspection and quarantine work”, a contact mechanism. Zhi Shuping conferred a flag to the Universiade volunteers of the Shenzhen Inspection and Quarantine Bureau, annoucing the official establishment of the Universiade inspection and quarantine volunteer team.
Before the signing ceremony, Wang Rong and Xu Qin met with Zhi Shuping and Wei Chuanzhong.
That day, Zhi Shuping and Wei Chuanzhong also took an inspection at Shenzhen Inspection and Quarantine Bureau. Th ere, they fully affirmed the Bureau’s work, and they also hoped that the Bureau can do everything with flying colors in Shenzhen’s development in the new era.
