II. Accreditation Channels and Procedures

1. Channels

The OC for Shenzhen Universiade allows online accreditation, offline e-form accreditation and paper form accreditation as follows:

Online accreditation:

Four months prior to the opening of the Universiade, the OC will begin to accept applications for accreditation submitted in the Application Form I available at the official website of the Universiade, and in the meanwhile release the Guide to Accreditation for the 26th Summer Universiade, Shenzhen along with manuals for various groups of users which can be downloaded at the website. Login IDs and passwords for online accreditation will be offered in advance to relevant organizations. After submitting required information, the organizations should print and sign the Application Form I automatically generated by the system, and finally send to the OC the Form together with one copy of the applicant’s valid ID certificate used at the time of application before the required deadline.

·The OC opens the online accreditation system

Confirm the reception of application materials

·The relevant organization logs on to the system and changes the password

·Download Guide to Accreditation and Confirmation Slip for Accreditation Materials Reception, and submit required information

·Print Application Form I automatically generated by the system

·Affix signature and seal to Form I

·Send to the OC Confirmation Slip for Accreditation Materials Reception, Form I with signature and seal, and one copy of the applicant’s valid ID certificate

Offline e-form accreditation

Four months prior to the opening of the Universiade, the OC will mail the Guide to Accreditation for the 26th Summer Universiade, Shenzhen and the Application Form I in both paper and electric forms to the relevant organizations. After the e-forms are completed and the paper forms filled out and signed, the organizations should send back to the OC the two kinds of forms together with one copy of the applicant’s valid ID certificate used at the time of application before the required deadline.

·The OC mails the accreditation materials

Confirm the reception of materials

·The relevant organization receives the materials

·The applicant fills out and signs the paper Form I

·The relevant organization completes the e-form according to the paper form

·Confirm the information by affixing signature and seal to the paper Form I

·Send back to the OC Confirmation Slip for Accreditation Materials Reception, paper Form I with signature and seal, one copy of the applicant’s valid ID certificate and electric Form I

Paper form accreditation

Four months prior to the opening of the Universiade, the OC will mail the Guide to Accreditation for the 26th Summer Universiade, Shenzhen and the Application Form I in paper form to the relevant organizations. After the paper forms are filled out and affixed with signatures and seals, the organizations should send back to the OC the paper Form I together with one copy of the applicant’s valid ID certificate used at the time of application before the required deadline.

The OC opens the online accreditation system at the official website, 

and send the Guide to Accreditation for the 26th Summer 

Universiade, Shenzhen and the Application Form I in paper/electric form 

to the relevant organizations.

The organizations submit to the OC the Application Form I bearing 

signatures and seals together with one copy of the applicant’s valid ID 

certificate used at the time of application before the required deadline.

The OC inputs the submitted information.

The OC and the relevant organizations confirm the accuracy of the application 

information as well as the card holders’ qualifications by accreditation status 

reports.

The OC prepares Identity and Accreditation Cards for accredited persons.

FISU, CIC and the OC issue Identity and Accreditation Cards to 

the persons accredited by them respectively, and then the 

applicants will obtain the 

authority  conferred by the Cards. 

3. Issuance of Application Form I

Four months prior to the opening of the Universiade, the OC will mail the Guide to Accreditation for the 26th Summer Universiade, Shenzhen and the Application Form I in both paper and offline electric forms to the relevant organizations. Meanwhile, the OC will offer the Guide to Accreditation for the 26th Summer Universiade, Shenzhen and the Application Form I downloadable at the official website of Universiade: sz2011.org.

Login IDs and passwords for online accreditation will be offered in advance to relevant organizations. After submitting required information, the organization should print and fill out the application form.

Each organization will be offered with only one login ID. The organization should change its initial password when logging on to the official website for the first time, and use its ID and new password all through the following procedures. The password may be changed at times by the organization. In case of any malicious modification to the applicant’s information incurred by disclosure of the password, the organization concerned should bear all the consequences.

·The materials to be mailed and downloaded include:

·Guide to Accreditation for the 26th Summer Universiade, Shenzhen

·Accreditation manuals for various groups of users (based on the Guide to Accreditation for the 26th Summer Universiade, Shenzhen)

·Instructions for the completion of the Application Form

·Application Form I

·Confirmation Slip for Accreditation Materials Reception

4. Submission of Application Form I

All relevant organizations except FNSU should submit the Application Forms to the OC before June 12, 2011 (two months prior to the opening of the Universiade). The delegation led by FNSU should submit the forms before July 12, 2011 (one month prior to the opening of the Universiade).

All paper Application Forms should bear the signatures and seals of the leaders (chairmen or secretaries-general) of the relevant organizations or authorized representatives thereof. The OC will check applicants’ information against the paper Application Forms.

5. Modification to Application Form I

After the submission of Application Forms and before the deadline for accreditation application, relevant organizations may, if necessary, file online/written applications with the OC for modifying the submitted information, and the OC will offer the Confirmation Slip for Modification to the Application Form in electronic/paper form to the organizations for confirmation by signatures or seals. The application for modification should be submitted before the deadline for accreditation application.

After the modification is made, a new Application Form I, confirmed by signature, should be submitted by the organization to the OC, and the original one should be rendered void. The new Form should be mailed before the deadline for accreditation application (date of mailing as indicated by the postmark), or else the application will not be accepted by the OC.

6. Making and Issuance of Identity and Accreditation Card

Upon receiving all the accreditation status reports confirmed and submitted by relevant organizations, the OC will set about making the Identity and Accreditation Cards.

Once made, the cards will be issued to various groups of users by FISU, International Control Committee (CIC) or the OC as follows:

·FISU: to FISU Family, VIPs and FISU sponsors;

·CIC: to all athletes and officials;

·The OC: to the OC staff members, volunteers, local VIPs, referees and media.
